In this case it seems half trash and half public storage locker for whomever might need it. I don't know what people are thinking or doing sometimes. I think the perfect solution is to make anything "disposable" pay a fee from the manufacturer so that people can bring it back to disposal areas and get paid for their trash. As it turns out everything is disposable once its value depreciates beyond the amount the disposal area will pay for it.

Very true! I am amazed at what people throw away rather than take even, to a second hand store. It's sad. Take care!
