I thought that low-income housing would be a great idea too but I think that it would be expensive to renovate the buildings. The area is a bit out of the way and there is no public transportation available or any nearby grocery stores. I think these things could be solved but there is no funding for such things and land taxes are already very high. Smaller grocery stores are very difficult to run because of theft, business regulations, and competition from big box stores with lower prices.
