I was using a Garmin Watch for my step counter.
I found that I would not get steps when pushing a cart through the store. Nor did I get steps when mowing the lawn.
I got steps when petting a dog!
So, the steps I got for petting a dog more than made up for the steps I lost while shopping.

What I use is the Actifit app on my Xiaomi smartphone.
It's a bit of a trouble, because I have to check it every now and then so that it actually counts those steps.
For example, every 200-300 steps, I take it out of my pocket to watch the steps to keep the app counting them.
