The comments for the reporter history say:

2019-01-31 Continuously reported copypasta as plagiarism.
2019-04-05 Keeps reporting users because didn't like what they wrote/said in comments/blog.

I will remove the block now. Please make sure that you understand the scope of abuse: What is copypasta. What is plagiarism. What is Photo plagiarism, etc.

I really believed that these images were copyrighted and I also thought that placing them without attribution was wrong, especially considering that it was a recurring content receiving upvotes.

BTW I used the option plagiarism because there was not an option that matched... and not because I don't know what plagiarism means.

That post contains a screenshot of the video. Even if the image was directly copied from some website, it was not published in curated art/photography tag (making an attempt to fish for a reward with art/photo that is not owned). If the user kept publishing such posts on a larger scale, then it would be considered spam (junk post spamming).

We consider a post to be text Plagiarism abuse when it contains a copied text (whole post or part of it) from somewhere without sourcing.

A "Copypasta abuse" is when someone copies and pastes text from somewhere and provides a source of this text, but more than 50% of the post is made of this copypasta text.
