I know that a lot of people who live in cold winter weather area miss summer a lot. I know it because I used to live in a second coldest capital city in the world. The lowest temperature in winter time can reach -35C or -31F. It’s very cold. Schools get canceled for kids around 29-30C. Can you imagine how we would skip school for at least 1/4 time of winter, maybe even more when we get sick.

As I understand this poem is about that there is time in our lives for everything, and it’s better to be in that moment and try live through it, instead of thinking about past (you can’t change anything there) or dream about future, it still hasn’t come yet.
Как мне кажется, это стихотворение о том, что в нашей жизни для всего есть время, и лучше быть в этом моменте и стараться прожить его, а не думать о прошлом (там ничего не изменишь) или мечтать о будущем, которое еще не наступило.
