The holes in walls, couldn't they be used for vent or exhaust ?
Maybe there are AC units behind. Besides given the dark marks under the middle hole, it seems that something is flowing out, maybe excess rain water... I don't know 😆

Thanks! That could be. I can't recall ever seeing anything on the inside of these holes (except sometimes a dog looking out), but that could be the original purpose. I think it was just rain water in the above photo, but I didn't check carefully so I don't know. The wall in total was somewhat dirty, as you can see.
