Xitaihu, aka West Tai Lake, is resort tourist development in Changzhou, Jiangsu province where a municipal Chinese government dumps a lot of money into the middle of nowhere and thinks people will eventually show up and people will eventually show up, spend more money, and thus trigger an economic multiplying effect.
