Indeed it is, that fox was there on the side of the road because of the people who feed them out of a desire to be photographed with them.
We have the same situation in the mountain area with bears, but they are not so friendly, we have had enough bear attacks, moreover I have seen on TV bears filmed while looking for food in town.
I have seen some crazy bear scenes that could have turned out very bad because of bears looking for food in populated areas. I also saw a bear eat a guy once he ran out of bread that he was feeding the bear. The bear just figured he would finish by eating the guy feeding him the appetizer of bread. The sign did say not to feed the bears but I felt bad for his wife video taping the interaction on a vacation.
Unfortunately, there have been bloodier attacks here in the mountains of Romania, but we must understand that they are wild animals and that we are in their territory and we must respect them.
Honestly, I don't think I would venture into a face-to-face photo shoot with a bear in its natural environment.

A healthy respect and reverence for nature is never a bad thing!
