It's wayyyyy to early to tell. Of the four games they've played they've beaten the Pistons twice, the Pelicans, and the Raptors and have only put up over 100 points in 2 of those games. However, they have also held opponents to under 90 points twice already.
To say that this team is either a contender or a pretender would be outlandish to say just 4 games into the season. I will say this, I think Lavine is a very good player and will be the most crucial player to the Bulls success this season. Obviously he can't do it alone and will need significant contributions from Lonzo, Nik Vucevic, and most importantly DeMar DeRozen.
My (way too early) prediction: Bulls make playoffs, but do not get past first round.
