The man had the area cleared and teargassed so he could stand and hold a bible for the camera. That is literally it. They wanted a fun snazzy video of the administration walking to a church like they are going to get shit done and the president giving his best impersonation of someone who has read a book. It's 1984 right now up in here, which I can only assume gives Trump a hard-on.
