Not sure where your location is, but here in Toronto Canada if that was to happen we just make a report about it and it should get repaired. But hey will investigate it first, and the truck driver insurance would have to pay for it, due to unsafe loads. Plus here in Toronto these trucks come with something they put over their loads so it doesn't get out.
