That's a good question which i have already thought, but not implemented the solution. All articles the service votes for, I have in my database. So I can compare if this article is already voted - when check implemented. Your idea is right. First paid, other get a refund.
I have to sit on that and include this and a few other things. For example I have to regulate hyper low mana moments or when somebody discovers the service and begins to vote his whole last week lol.
Sadly I have hyper low voting mana...
