You only need the owner key if you don't own an account already (where you know all your keys). If you know your keys you can use them with the Login service of your choice. They normally tell you what keys to use.
When you go to log in it just asks for Password or WIF. I have a steem account but when I log in with my posting password I can't access my wallet. I just get an error page. I wasn't sure if I need to log in with my active password or my primary (master) password or if wallets just arent working yet.
I'm currently just using my posting password, but I wasn't sure if that fine or if we need to use our primary password for access to our wallets or something.

You probably got the answer already, but if not: You need your Active Key to log into your wallet.
