HBD is added or removed on the internal market from the stabilizer who is reciving funds from the DHF.
When the stabilizer is selling HBD on the internal market in case of high HBD prices it is adding to the supply, and when it is buying HBD on the internal market in case of low prices it is removing HBD from the supply.
Note that HBD is basicly shifted from the DHF to the freely available supply.
