There is no corporation forcing changes. Anytime someone says "HF on this date", it should be taken as worthless
Nobody short of a super majority of top 20 witnesses can mandate that a hardfork occur at a certain date or time
Witnesses can't accurately judge when they'd like to fork until AFTER the code has been solidified
Why do some people like to make up dates and tell everyone that's when the hf will occur? No idea. It's a terrible policy and I encourage you to ignore anyone making such a claim

The date is a minimum though. The HF can't(or at least shouldn't but remember HF I THINK 20?) occur before that date. Both requirements need to be met.
We haven't seen a super majority of witnesses set a date, yet though. I also wouldn't trust a date that's been set without software being finalized... but most importantly, one account posting a HF date is worthless. If the witnesses get together, say the software has been vetted and looks good, and post something about the hardfork with each of them signing it (comment with their own account), then you have something to consider. Everything before that point should be disregarded as noise
The earliest possible date is set in the code tho.
It's an ENV variable. They could have an emergency meeting and fork in a few minutes if they felt the need to
