I mean IF they're not FULL TIME deving Hive, why are they in the T20?

Who is FULL TIME deving Hive from outside of T20?

I would say you need to see the full voting matrix of say T30 witnesses before jumping to any conclusion. My favorite POV is - would any outsider buy 1M HP and start building if they see that T20 is one large alliance?
