Binance closed deposits 30m before the hard fork. I assume so that they have a clean snapshot without lots of pending transfers stuck in the ether.
They'll open them again "after the hard fork is complete".

@miniature-tiger Seems like Binance deposits for STEEM are still down, same as withdrawals. So far STEEM is around $0.20 so I'm really hoping I can at least get to sell the half I have already powered down at this price
