You have the option to promote on peakd ... also on leofinance, probably on ecency as well, although not sure ... each frontend is doing it in their own way

So I can basically buy up some HIVE and send it to a specific location and have a post boosted like that?

If you click the dots option on peakd under your post you will see the promote option
