Do you have any reason to believe he doesn't know how to manage money? He seems pretty intelligent to me, just down on his luck, like a lot of people these days.
I'm not sure an technology product should be his first priority either, if he doesn't have a home.. but that's just me. He really needs a home. Everyone does.

A tablet or a laptop massively can massively improve someones ability to perform different types of work and obtain information. It's arguably one of the best things that could be bought.
You can't retain housing if you don't have a way to generate income to pay like things for taxes, gas, and etc.
