The author and head of the development is Anatoly Ivanovich Papusha, Doctor of Engineering, Professor, laureate of USSR State Prize, Member of the Russian Academy of Natural Sciences and a top specialist in aerospace industry with more than 50 years of working experience for the industry’s leading organizations.
The Papusha ICO project manager is Vladimir Davydenko, a successful businessman and chief executive with 15 years of experience, an expert in foreign economic activity.

Scientists who developed the technology:
After many years of research and development, this technology, created in the early 1980s for the Soviet space programme Buran use, was listed in the United Nations "Survey of Currently Available Non-Incineration PCB Destruction Technologies" (First Issue, August 2000) under the original name of "Papusha Rocket Technology" (PRT).
The work was carried out by leading experts in the field of aerospace and aviation engineering. In particular, the greatest contribution to the development of PRT was made during the period of A.I. Papusha’s work in Central Research Institute for General Machine Building of the Russian Space Agency in the capacity of Head of Environmental Department, which at that time was led by Vladimir Fedorovich Utkin, the creator of many modern strategic ballistic missiles, space vehicles and launch vehicles, a foremost scientist and outstanding designer. The positive result was driven by the interaction of leading creative organizations and state institutions with the direct and active participation of their leaders: Experimental Design Bureau and Research Institute, scientific support of the Academy of Sciences of the USSR and the Russian Academy of Sciences) (G.I. Marchuk and V.E. Fortov), the Ministry of Natural Resources and the Ministry of Defense (V.I. Danilov-Danilyan and A.V. Kvashnin).
International contacts were also favorable: UN Under-Secretary-General Marcel Boisar and Executive Director of the United Nations Environment Programme (UNEP) Klaus Töpfer, heads of ministries and departments of Finland, Norway, Sweden etc., who were directly acquainted with the project and the unit in operation.
Participation in the implementation of the International Project No. 265 of ISTC (1994-1999, International Science and Technology Center) was also of a great importance: that project led by A.I. Papusha involved more than 60 highly qualified specialists from various fields, many of whom are taking part in the Papusha ICO project.
