Hi! While it's true broadband is practically non-existent and wi-fi is scarce you can still get a fast and stable connection via 4G (LTE). The prices you have quoted in other posts seem quite outdated :) MTN and Orange offer various data packs. 1GB package (valid for 7 days) will cost you 2500 CFA which is less than $5 (not $89 as you mentioned elsewhere). I agree broadband Internet could take off - for example in the capital and solar powered high speed internet for rural areas sounds like a great idea, but at the same time please use accurate data that doesn't suggest Guinea Bissau's internet infrastructure is way worse than it really is :)
