There are actual example such as sky resorts or desert regions, and they are rarely secretive about it, when they are its due to financial reasons and not wanting people to steal their science untilt hey can profit off of it. Not HARRP tho. That's just a tin hat scapegoat. You're the person taking a cloud too seriously. A cloud type seen long before HARRP was every built or thought of.
