I agree that on an individual basis it can seem that there is no rhyme or reason as to why it is popular. But when you look at it from the level of the author, those that consistently put out good quality, relevant articles usually get a good following and hence well paid posts. I looked at a couple of the most popular posters and tracked their posts back to the start of their Steemit posting. The thing that struck me was that their posts were still very good (usually) but the payout was very low. As time went their posts remained good but more and more people discovered them, followed them and consistently upvoted them, resulting in mega payouts.
Therefore, I would agree that the key is consistent, regular good quality posts and engaging with followers via comments.
