RE: Greetings Steemians!

It is easy to explain. He has been upvote "effed" by someone with a lot of reputation. The more reputation a person has, the more powerful their upvote is to a new person. For example, if I see a kick ass person based on their content and writing, I will often "upvote eff" them. That's... well... crude. But the description fits. I'll go through their replies and 100% upvote them all. That will take a new 25 reputation to the high 30's. My reputation is only 55 though. Imagine if a person with a reputation of 70 did it instead! Then the new person could easily go from 25 to 55 in only a short time.
