They are doing that on purpose, they have technical means to do recovery (and user supplied data including e-mail addresses that were used during account creation) but they simple chose not to help people. Unfortunately I'm not surprised. They did far worse stuff.
So long story short, users should avoid Steem and while using Hive, make sure that using some other account for recovery (such account must have a way to confirm identity)

Yeah i understood i will transfer all my assets or anything that are in steem.i made many posts and comments to steemitblog about recovery by tagging the team.they are just asking discord id from few people and not at all giving anything to contact them &i msged to justin sun (the owner of steemit inc i think)too in fb.hackers are wandering here and there (my account was hacked while i was using steemit and if i get that comment in hive, spaminator or someone might helping me by giving alert about the phishing link).there is no security system like spaminator,keyfinders etc there.it needs some development.

You know one guy when i asked help he said like this ("hive" i think "HIV" it may help you.) This is what he said.

Steem is beyond hope, it's broken at many levels, that's why we've left that project. There are zero competent developers out there so no surprise that there's zero development.

😂😂 i am moving from steemit to hive completely as you said confidently to avoid steem.i don't know there are many witnesses in steemit, all look new to me.except 1 to 2 members.anyhow thanks @gtg i will be careful from now onwards.thanks for your response.
