It is just not proper etiquette to tell someone new to follow them and they will surprise you or trade up-votes. That is not how this is suppose to work. And unfortunately there are those who will get you to follow them and up vote them but then they do not up vote you in return. I cannot say for sure if he is one of those but what he did do was wrong. Unfortunately, I learned this the hard way in the first week myself, so I am just passing some good advice along.
