I do not know the ins and outs of it. But a child under 13 is not allowed to have an account. For a baby I think it is obvious the person managing the account is the parents...but I am not the expert here... I was just sharing what happened in our case : )

That's a pity but I suppose there is a lot of adult subject matter. Maybe someone should develop an app steem kids! There could be a big market for that.
@juliaponsford Trust me That idea had come to mind long ago....but was crushed down when my daughter's account was blocked and the reason behind it....COPPA (Children's Online Privacy Protection Rule). Therefore, unless you have steem kids for older than 13...it can't be done :(
