Hi, thank you! It's an old Juniper tree on Pilot Butte in Bend, Oregon :) I have fallen in love with Junipers especially when they get old and start twisting like this. They don't all do it, which is interesting. Junipers can also survive low-water situations by "turning off" some of their branches.
