Most Muslim states forbid entry to persons bearing Israeli passport, although I'm not sure if that's true with Syria.
Israel isn't exactly seen as 'friend' by any muslim state... Today's muslim states are mostly united by their irrational hate and antisemitism and anti-zionism.
Yet Israel tries their best to do the correct thing when it comes to civilians, muslim or not.
Although you won't read about it on Al-Jazzira or on PLO news channel, Israel steadily assists the civilians of both Gaza and Syria, with medical and humanitarian care.
