It is amazing that such a modern civilization has not found some universal and coherent way to help people find their destinations. Maybe they just want to be left alone?

Or maybe they're so used to the system, that they do not need street names and street numbers. On a related point, Number 12, "Top 3 Fields in Which the Japanese Have Achieved Perfection", has one point which implies that they do not need it.
