The issue is with the decline of the high street there are less ans less jobs for teenagers.
When i was 16 i got a job at McDonald's, not the most glamorous job in the world but while i still studied it gave me the money i needed to get a car.
There are people that never learn to drive and i think that puts them in a harder position later in life. The only jobs you can get is those that you can get to via other means.
This is obviously less important in a city.
But hough i didnt like the job all that much, it helped me learn how to work with others and for a boss.
