The answer would be yes to bringing machinery in to drill.
Where are you based? What is your rainfall per year? We have methods to trap the rain by using a mulch layer on top of the soil. I have put a post about about the start of my regenerative agriculture to trap water. It is a concept I am involved with in teaching so please feel free to ask questions.
