Today, I want to talk about South and North Korea talks.
일단 오늘 남북실무회담이 개최됩니다.
이번 회담은 북한 최고지도자가 처음으로 군사분계선을 넘어 대한민국으로 내려오는 전례없는 일이기에 의전과 경호에 대해서 이견을 좁히기가 힘들다고 합니다.
South and North government talk today.
It is hard to narrow the gap between before two leaders meeting because it is the first time that the North Korean leader has crossed over the military line to come South Korea.
일단 김대중, 노무현 전 대통령이 북쪽을 방문했을 때는 사열했습니다.
그런데 대한민국 땅에서 북한 최고지도자가 방문한다해서 예포를 발사하고 인공기를 게양은 쉽지 않습니다.
이런 이유 때문에 실무회담이 개최된 것이고 왜 어려운지에 대해서 이야기해보고자 합니다.
When South Korea president went North Korea. they did Welcome event.
However, it is not easy to Welcome event in South Korea. So today i talk why Welcome event is not easy in South Korea.
Why this is difficult!?
왜 의장대 사열이 중요할까?
의장대 사열은 국가 환영행사로서 최상의 예우를 표현하는 방식 중 하나로 국빈방문, 공식방문 등에서 이루어집니다. 이때 국가원수 (최고지도자)일 경우에는 상대 국가의 연주와 국기 게양, 예포 발사를 통해 환영행사를 진행합니다.
Why Welcome event is important?
The ceremony is one of the ways to express the best courtesy, welcoming ceremony. this is just only for Top leader, President. welcome events will be played through the performance of the other country, hoisting the flag and singing.
일단 북쪽에서는 적국이라 할지라도 국가원수에 대한 의장대 사열을 했으니 이번 정상회담에서 의장대 사열을 요구할 것입니다. 하지만 그가 서울을 오는것이 아니고 판문점에 오는것이며 이번 정상회담이 전세계에 생중계 되는 만큼 의장대 사열을 요구하는 것입니다. 서울까지 오는것은 위험부담이 너무 크고 오지도 못할것이라 생각이 됩니다. 서울에 올지라도 경호인력에 너무 많은 비용이 소요될 것이고 심하게는 시민의 자유로운 통행권을 방해하기 때문에 폭동사태까지 일어날것이라 생각합니다. (통행권 외에 많은 제약이 있을거라 생각하기 때문입니다. 최소한 제가 알고 있는 대한민국에는 북쪽에 대한 다양한 생각을 가지고 있기 때문에 ^^.. 제가 뉴스를 정확히 본 게 맞다면 얼마전 뉴스에서 북쪽의 어떤 분이 '남한은 국민이 그렇게 무섭습니까?' 이 말에 저는 엄청난 충격을 받았었습니다. 대한민국의 국민이 얼마나 쌔냐면.. 음.. 오! 대통령을 탄핵시킬 힘도 가지고 있습니다.)
North Korea, even though the enemy country they did Ceremony for South Korea, this reason why they request Welcome event ceremony. However, he is coming to 'panmoonjum' instead of coming to Seoul, it will be broadcast live all over the world. Coming to Seoul is too risky and I think it can't be able to come Seoul. Even if he come to Seoul, I think it will take too much money for the Police and Military (It's just my idea not enough Police, Korea have lot of Police but when North Korea's leader when come to seoul i'm sure Police also can't depend Citizen's terror) Citizen will uprising (If I have seen the news correctly, some of the person who work in North Korea government he said 'is it hard to control citizen in south korea?', I was shocked to hear that.. Republic of Korea Well... Oh, Korea Citizen who have the power to impeach the president.
그럼 왜 의장대 사열이 불가능할까?
일단 북쪽은 최고지도자를 중심으로 독재체제가 완성됐기 때문에 한 사람의 선택으로 모든것이 가능하지만 대한민국은 민주국가입니다. 반대하는 사람이 많으면 우리가 뽑은 대통령이지만 선택에 대한 엄청난 대가가 따르기 때문입니다. 최소한 제가 자라면서 교육을 받는동안 우리는 북한을 정식국가로 인정하지 않고 우리의 땅을 불법점령하고 있는 집단으로 배웠습니다. 그런데 의장대 사열을 한다는 것은 그를 정상국가의 지도자로 인정하고 그런 이미지를 형성해줄 수 있기에 의장대 사열은 불가능합니다. 통일의 대상은 맞지만 국가로서 인정을 하지 않는 현재에는 그들이 의장대 사열을 요구하는 것은 정상국가로 인정받기 위한 움직임이 아닐까 라는 생각이 듭니다. 특히 유엔군 사령부라는 특수한 장소 판문점에서 정상회담을 하는데 더 어려울 것이라 확신합니다.
Then why it's not possible ceremony in South Korea?
North Korea presdient can do everything by one person's choice, but South Korea is not possible because we have vote system. If there are a lot of people who oppose it, even our president there is a huge risk. At least while I was growing up and educated, we learned North Korea is not country they are just illegally group occupied our land. So, it is not possible to Welcome event ceremony if South Korea do Welcome ceremony it will be recognize they are Country not illegally group this will be make there image like also they are country. Also 'Panmoonjum' is special place that place is used by UN command.
일단 이번 정상회담은 매우 환영하고 앞으로 남북간 교류에 있어서도 중요한 터닝포인트가 될 것이라고 생각합니다. 하지만 의장대 사열은 우리 군에 대한 모욕이고 정식 방문이 아닌 판문점이라는 특수한 장소에서 개최된다는 점에 때문에 힘들 것입니다.
I think this summit is very welcome and will be an important turning point in South and North Korea. However, it would be difficult welcome event ceremony.
