First of all, totally agree to your opinion about South Korea Government's positive attitude for Bitcoin.
As one of South Korean, in my thoughts, Hidden Reasons of that kind of government's attitude are the confidence for the best&efficient infrastructures of internet of South Korea in the world, and the passion of Korean for any brand new things which are software or hardware.
