Brandon Lee Gary recorded videos up a woman's skirt - known as "upskirting" - while she shopped. But, taking “upskirt” photos of women is legal in Georgia.
In a ruling issued July 15, Judge Elizabeth Branch said it is "regrettable that no law currently exists which criminalizes Gary's reprehensible conduct."

i don't think that a new law is needed. however i think that if some dude did this in the society described in 'The Moon is a Harsh Mistress' that dude would be 'spaced' without a space suit.
No, they shouldn't be. It's a right to privacy and it should almost be classified as some form of rape.
