He does that already. At least in Europe, he's getting approvals after approvals. The man is all about compliance for the past couple of years. I live in Romania and although I had my account verified I had to go through a new procedure to "reverify" my account.
Its getting worse but i think CZ will always try to balance it out between doing what he has too but in a way that is least harmful as possible.
