The activities of fraud in blockchain can't be controlledbecause everybody is responsible for anything that happened to him in blockchain because that is the rule of the system
The best way to avoid fraud and the best way not to fall a victim of buying a fraud project is being knowledgeable and doing a thorough research before jumping into anything
Yes making researchs always and seeking for knowledge won't make you fall victim of this.
Yes it can't be controlled but it can be reduced if we can spread the knowledge of it to everyone we know
