the problem that arose in the distribution of BLSM funds in Gampong Blang Ara Kecamatan Paya Bakong is when the number of citizens who received Social Protection Card (KPS) issued by the National Development Planning Agency (Bappenas) to be able to disburse BLSM funds is not in accordance with the amount proposed by the Gampong so that there are citizens who are proposed and feel entitled to not get the BLSM funds and cause protests and problems due to disappointment of citizens who are not satisfied.
Before proposing the names of the people who are entitled to get BLSM funds, firstly prepared criteria of poor citizens who are entitled to receive BLSM funds. The term poverty arises when a person or group of people is unable to meet the level of economic prosperity that is considered a minimal need of a certain standard of living. According to the Chairman of Tuha Peut Gampong Blang Ara Kecamatan Paya Bakong, poverty is a social problem that is very complex and actually very difficult to measure. There are some poor criteria according to him who has been living in Gampong Blang Ara since the beginning of 1990. Criteria he means are: income less than 500,000 per month or income can only be used to meet the needs of one day only and can not be stored to meet the needs in the following days, has a narrow residence of about 4 x 6 meters whose floor is still ground, lacks adequate toilet facilities (toilet, wash and toilet), and has no vehicle like a motorcycle. These criteria are very poor household criteria.
In addition to the criteria already mentioned by Chairman Tuha Peut above, the author also interviewed Mr. Muhammad as Secretary of Gampong. According to him poor is closely related to the lack of welfare possessed or obtained by someone. The poor are people who have or have less wellbeing so they can not afford or find it difficult to meet their basic needs of food, clothing and shelter. Poor families in Gampong Blang Ara are those who do not have Boinah (rice field treasure) altogether so they do not have the effort and difficulties to meet their daily meals and have no job (unemployment) and have many dependents (children).
To know clearly the mechanism of channeling of BLSM fund in Gampong Blang Ara Paya Bakong sub-authors interviewed several informants involved in the distribution of funds from officers Gampong, residents and Geuchik Gampong Blang Ara Paya Bakong District. Based on the author's interview with Geuchik Gampong, the mechanism of channeling BLSM funds in Gampong Blang Ara was initiated by Gampong names of people who were eligible to receive BLSM funds. For Gampong Blang Ara, 40 target households are proposed based on the name of the head of household to obtain Direct Community Assistance (BLSM), which is more than half the number of households (KK) available, the proposed names are the result of the deliberation of the Gampong officials with Tuha Peut based on mutually agreed criteria.

Permasalahan yang muncul dalam penyaluran dana BLSM di Gampong Blang Ara Kecamatan Paya Bakong adalah ketika jumlah warga yang mendapat Kartu Perlindungan Sosial (KPS) yang dikeluarkan oleh Badan Perencanaan Pembangunan Nasional (Bappenas) untuk dapat mencairkan dana BLSM tidak sesuai dengan jumlah yang diusulkan pihak Gampong sehingga ada warga yang diusulkan dan merasa berhak tidak mendapatkan dana BLSM tersebut dan menimbulkan protes dan permasalahan akibat kekecewaan warga yang merasa tidak puas.
Sebelum pengusulan nama-nama warga yang berhak mendapatkan dana BLSM, terlebih dahulu disusun kriteria warga yang tergolong miskin sehingga berhak mendapat dana BLSM. Istilah kemiskinan muncul ketika seseorang atau sekelompok orang tidak mampu mencukupi tingkat kemakmuran ekonomi yang dianggap sebagai kebutuhan minimal dari standar hidup tertentu. Menurut Ketua Tuha Peut Gampong Blang Ara Kecamatan Paya Bakong, kemiskinan merupakan masalah sosial yang bersifat sangat kompleks dan sebenarnya sangat sulit untuk diukur. Ada beberapa kriteria miskin menurut beliau yang telah menetap di Gampong Blang Ara sejak awal tahun 1990. Kriteria yang beliau maksudkan antara lain: pendapatan kurang dari 500.000 per bulan atau pendapatan hanya bisa digunakan untuk memenuhi kebutuhan makan satu hari saja dan tidak dapat disimpan untuk memenuhi kebutuhan pada hari-hari berikutnya, memiliki tempat tinggal berukuran sempit sekitar 4 x 6 meter yang lantainya masih tanah, tidak memiliki sarana MCK (mandi, cuci, dan kakus) yang memadai, dan tidak memiliki kendaraan seperti sepeda motor. Kriteria tersebut merupakan kriteria rumah tangga yang tergolong sangat miskin.
Selain kriteria yang telah disebutkan oleh Ketua Tuha Peut di atas, Penulis juga mewawancarai Bapak Muhammad selaku Sekretaris Gampong. Menurut beliau miskin erat kaitannya dengan kurangnya kesejahteraan yang dimiliki atau diperoleh oleh seseorang. Orang miskin adalah orang yang memiliki atau memperoleh kesejahteraan yang kurang sehingga tidak mampu atau sulit untuk memenuhi kebutuhan dasar mereka yaitu kebutuhan pangan, sandang, dan papan. Keluarga miskin di Gampong Blang Ara adalah yang tidak memiliki Boinah (harta sawah ladang) sama sekali sehingga tidak mempunyai usaha dan kesulitan memenuhi makan sehari-hari dan tidak memiliki pekerjaan (menganggur) dan memiliki tanggungan (anak) yang banyak.
Untuk mengetahui dengan jelas mekanisme penyaluran dana BLSM di Gampong Blang Ara Kecamatan Paya Bakong penulis mewawancarai beberapa informan yang terlibat dalam penyaluran dana tersebut dari aparat Gampong, warga dan Geuchik Gampong Blang Ara Kecamatan Paya Bakong. Berdasarkan wawancara penulis dengan Geuchik Gampong, mekanisme penyaluran dana BLSM di Gampong Blang Ara diawali usulan dari Gampong nama-nama warga yang berhak menerima dana BLSM. Untuk Gampong Blang Ara diusulkan 40 rumah tangga sasaran beradasarkan nama kepala keluarga untuk mendapatkan Bantuan Langsung Sementara Masyarakat (BLSM) yakni lebih dari setengah jumlah rumah tangga (KK) yang ada, nama-nama yang diusulkan tersebut merupakan hasil musyawarah aparat Gampong dengan Tuha Peut berdasarkan kriteria yang telah disepakati bersama.
Semua data yang bersumber dari nasional bermasalah, seharusnya mereka harus mengkoordinasikan dengan pihak desa sebelum assesmemt untuk memdapatkan data konkrit, karena selama ini mereka memakai data acak yg tidak tepat sasaran.
