You're not wrong that the list could be longer (and also recall Putin is on that list, from some time ago), but I disagree the brutal realities of military conflict excuse deliberate cruelty to non-combatants. I also disagree that it's a joke and doesn't matter, because the parties will be subject to arrest in many polities which will reduce their spheres of action potential to them going forward. Were more polities dedicated to the rule of law they wouldn't be safe abroad at all.
