You're probably right.
There are good members of hackers that have done more to take down a lot of these filthy sites than there have been governments.

The United States NAVAL Research Laboratory and DARPA created Tor. And they are the major contributor of Tor to this day. The intent of Tor is the communication between american agents. Keeping the public tor project alive helps flood the system with thousands of people makes it harder to find/decrypt the communication of the agents that truly matter. Imagine an empty room and two people talking. Its easy to hear them. But its not so easy to do so after flooding the room with a mob of loud people. The same concept applies here.
