I like what our local shelter does-- if you happen to have a pregant kitty in your life, you can bring in her AND the entire litter after a while and they will spay/neuter ALL of them for free.

And yes, I knew cat sex was painful...

Unfortunately, it's NOT the local shelter that is supporting this action. We actually don't have a shelter for cats. Only for dogs...and that place is a death camp. I will post about it, at the risk of shocking all.
In Bacau, Romania, the Spay/Neuter Campaign for cats and dogs is supported by an NGO called Sadies Stray Dogs from Great Britain. They pay for the medical supply needed for surgeries and post-op. The Romanian vets offer their surgery hours for free.
My vet is one of them. He said that he could spay/neuter 20-25 animals per day, but still people are too lazy to bring them in. Even if he doesn't get paid or asks money for it. The city isn't even that big. If you don't have a car and you live on the other side of town from the vet...it's a 2-3$ taxi fair. And there are 2 diffrent vets that offer this service. Most of the animals come from volunteers and rescuers. These campaigns are breaths of fresh air for rescuers.
Most of the rescued are shaped pretty bad and need treatment. Some need surgery. All need to be spayed/neutered....so to have one less cost on the vet's bill is nice. Most vets that work with rescurers try to help as much as they can.
The Mayor's office declares that funds have been sent to the local shelter, but hasn't posted any document of such. The Shelter's administration is running a death camp in total silence, illegally banning filming and entrance on public property. If rescuers defy him, he takes revenge on the animals inside. It'a circle.
So in Romania, if you happen to have a kitty with a litter, and of course you don't abandon them, well...you're in a tight spot because you have to search for owners. And that could take some time, but the volunteers can help you promote the animals. The rescuers already have their hands full with the thousands of abandoned cats and dogs that roam the streets. A couple of dozen people against several thousand animals. All the help you can get is to spay mama cat for free. That's it. For now, with the resources they have.
