I imagine it has something to do with the rshare influence being higher on a highly voted post. Also the long term implications of certain posts trending on perceptions of value for new stakeholders.

I rarely do this, however I just happened to read and notice this one was paying out over $2/view. Nothing else to it...it's not a bad post, just overrewarded.

I've been asking other stakeholders, so I thought I'd get your opinion as well: Why do you flag "over-rewarded" posts after the fact, why not upvote "under-rewarded" posts first?

Because there are more bad posts on Steemit than good ones.
