I think the purpose of this post is to call for support from non-japanese steemians?
Like you said, japanese don't like English, so it is kinda hard for japanese posts to reach English readers.
Perhaps can try to do some activities, contests, or games within the japanese community and open up for other steemians to join too.

For example, the amidakuji game by @boxcarblue is attracting participants from all over the world. I think that is a great idea to connect different communities together!
I am actually running a weekly contest with the help of @qurator, that is currently opened to singapore and malaysia community. If japanese community is interested, and has enough qurator members, I could open up for you too. :)

@qurator is great but lots of us having problem with English :( Although, @yoshiko, if anyone wants to try @qurator (it is a community) and @make-a-whale (also a community I'm in) I am happy to help.

思ったのですがjapaneseコミュニティーでもこういったサービスを作れないですかね～
日本でも作れればいいですよね〜！それを成功させるにはまずコミュニティの発展が大事だと思うので、もう少し頑張らないとですね^^
