Why dont questions fetch an upvote from the musin.io team unlike answering the question?

It is not that questions don't fetch money. It's that they don't get rewarded quite as answers do. The reasons are not farfetched.

For one, it takes nothing but a random or pressing thought to come up with a question. However, the process of proffering solutions to questions asked is a more difficult task. One has to ensure that the answer adequately quells or satisfies the curiosity of the one asking. Sometimes, research has to come in. All of these could take anything from five to thirty minutes. It's definitely going to be rewarded.

Another reason is that if questions get rewarded more or as much as the answers, then we'll have more questions than there will be answers as the profit is what matters to most. Musing have the common sense to know which should be rewarded better.
