I am sorry, I really dont know what you mean, but thats fine.
The reason I downvote comments on my posts which do not vote is because I usually upvote commenters and when I see that they don't vote, even if they are people who have voted on my blogs before then I downvote them if they are below a certain rep level because it wouldn't be the first time that alow rep person has voted once or twice and then stopped but continued to comment in order to receive upvotes on their comments.
It is unfortunate that you fell into this but steemit being what it is these days a message has to be sent to all non voting commenters
