In general, I believe it's primary school where most of the indoctrination to obedience takes place. After that, it's more about conformity to societal 'norms'. Conform or risk being socially ostracized.
In university, there's more focus on developing students as future leaders and weeding out the ones who aren't deemed suitable for whatever reason. Universities are some of the main gate-keeping institutions.
Watch a classmate who bucks the system and observe how he/she is treated by your professors. In some fields, this can be OK, (philosophy, sociology, some arts), but math, the professions, business, not so much.
