Other countries have similar problems. But it is extremely difficult to come up with a solution that would make both sides happy. Introduce capital punishment? Look for alternatives? Honestly, no idea.

US already has capital punishment in some states, although thankfully, it's seldom carried out
I don't think killing them is not a good solution
there's no solution where everyone's better off, but there are solutions where as a whole things are better off
