I was wondering where were these pictures taken - certainly Europe rather than the US or other continents - I am living in Luxembourg myself, I imagine this place is somewhere in the region ?

Ha ha, are you kidding? 😄 I have never seen such buildings in Luxemburg. Or around.
This is located in Bulgaria, the poorest country in EU.
Not in Luxembourg but there are pretty dreary sights in certain poorer parts of Wallony - Belgium and even in a few spots in Germany (but mostly Eastern Germany, true)
