Rewriting is not necessarily plagiarism, and not particularly in this case. The ideas presented are as old as humanity. They have, I'm sure, been expressed countless ways, by countless people and belong to no one. Taking original ideas and rewriting them without credit would be a form of plagiarism, but these ideas are original to no one.
However, the sentence you quoted is not a rewrite it is a pretty obvious copy with a few words changed. That is plagiarism, especially if the overall structure of the article is the same and more sentences exhibit comparable similarity.
