Well she did say they could have put the pipe around his property from the start but instead opted to get him to court implying they were sure they would win the legal mumbo jumbo or get him to the point where he goes bankrupt one trial after the other other, all of course to the tax payers expense, and then steal his land. And when they lost she was infuriated they couldn't take his land like they have so many times before :)

it sounds like his land is a large ranch that will cost a fortune to run the pipe around, so if there is a pipe under your land then your land is stolen?

In Greek there is a word about this action called σπολλοτριωση, I am not sure how to call this at English but it is when you get compensated pennies for your land so the public sector to use it for roads and shit. The thing is when you have some pipes under your land you can't use it to build in most cases on top of it rendering that land actually useless in some cases or uses?

To add to that judging by the boards faces and attidute I am sure that the landlord now will be in an open vendetta with the city hall for life. I have mixed feelings she is power corrupted person that just comes to realisation of her placebo power over the real ruler of the world which is money.

Here we have eminent domain where the government pays fair market value for any property that the municipality needs, so what people do is throw a fit and say eminent domain is unfair and their land is being stolen and then the city pays those people a lot more than fair value for their land. This guy could claim that he had other plans for that spot and then add that to his claim, sounds like his property is a large ranch though so he has lots of places he could build on it, I doubt the pipe will render the entire ranch unbuildable.

Occasionally people oppose these actions out of principle but 99% of the time it is just to get more money even if they claim they are doing it for the principle.
